2010 Report about not-self-sufficiency in Italy

The 2010 Report  was presented on July 21st by the Minister of Labour and Social Policies, Maurizio Sacconi, and the Minister of Health, Ferruccio Fazio. The report stems from the need to have an overview of the phenomenon of self-sufficiency and policies in place to define a new "vision" of the "old-people matter" integrated into health and welfare policies.

The report emphasizes the need to integrate social policy with social and health care ensuring continuity care-giving and taking in charge of not-self-sufficiency people. In particular, the issues requiring attention are:

- the high weighed down taken (especially in the South) by households and by external not institutional aid (private caregivers);

- The gap between North and South in the enjoyment of benefits accompanied with the consequent need for greater controls;

- The construction of local service systems for elderly and disabled home care and residential-type assistance, integrated in terms of social and urban networks (voluntary sector);

- The provision of electronic health and social records for each person, useful to guide the complex pathways, including rehabilitation, facilitating appropriateness and "take charge";

- The improvement of the district structures capable of governing primary care, including prevention and promotion of lifestyles conducive to healthy aging.
